摘要：研制中发生技术和质量问题，将对武器装备研制进度和研制经费产生重大影响，甚或关系研制工作的成败。本文论述了如何正确认识武器装备研制中出现技术和质量问题，分析了技术和质量问题应采取的处理措施，提出了处理技术和质量问题时应当杜绝的两种不良现象，强调了技术和质量问题处理信息和数据的重要作用。

Abstract: The problems of technology and quality in the development, will be a major impact of weapon equipment development works. This paper discussed how to correctly understand to the development of weapons and equipment technology and quality problems, analysed the technology and quality problem processing measures how to be taken, put forward the processing technology and quality problems which should be put an end to the two kinds of unhealthy phenomenon, emphasized the important role by information and data of quality problems dealing.
